The Office of Population Affairs (OPA) occasionally releases new program instruction series memos to provide guidance to Title X Family Planning  service grantees regarding various updates related to topics pertaining to the care of clients in our family planning clinics.
These instruction series are to be considered amendments to the Title X guidelines and are to be adopted and incorporated into current family planning policies at the state and local levels.
